ABSTRACT

The work analyzed activities in Nigeria’s offshore supply vessel sector under the new regulatory framework of local content with a view to realizing the main thrust of the regime. A value chain assessment of the ship manufacturing subsector focused on offshore supply vessels and related oil and gas supply tugs were made considering the emphasis placed on this subsector by the regulation. A supply chain network mapping of Nigeria’s offshore supply vessel production sector was made based on the following key steps: mapping of the sector institutional actors, mapping the supply chain process  map, mapping of supply chain actors, mapping the substrates, process technologies, critical intermediate product dependencies and mapping the industrial value chain. The mapping method used was the industrial business ecosystem’s method which identifies principal actors in the selected high value manufacturing subsector of specialized anchor handling tugs AHTS  , platform support vessels PSVs and dynamically positioned accommodation vessels. Other sectors analyzed in the work include tug boats, workboats and related cabotage vessels. A business ecosystems approach utilizing the four quadrant approach is designed as the structure to analyze the sector. The four quadrant approach makes a distinction between customer versus business as well as financial versus strategic advantage.
