Decision Making System Tool for Assessing Individual Ship Safety Risk At Port Water/ Strait Water Based On Fuzzy Risk Factor.

Abstract


The ship collision or ship grounding in the port area will broadly impact to the operation of the port as well as such accident will affect the life, the properties and the environment. The statistic data of ship accident in some waters, especially ferry accidents, had increased for last 3 years. Further, it had occurred more frequent on ship collision and ship grounding. The aim of this research is to define an automatically an individual ship risk factor through a hierarchical structure using combination of analytical hierarchy process (AHP) and fuzzy. The output is a fuzzy risk factor related to the ship controllability level . The use of ship controllability level is proposed as the justification of the difficulty level in ship maneuvering will determine the safety movement of ship and further, it will determine a potential risk of ship collision or ship grounding.  The fuzzy risk factor consist of 3 different input which are static risk factor (SRF), internal dynamic risk factors (IDRF) and external dynamic risk factors (EDRF). The simulation of the application of the model is presented. Further, the minimizing efforts could be decided to reduce the risk of occurrence as well as the risk of consequences.
