Presentation of CEMT

The Confederation of European Maritime Technology Societies (CEMT) is an independent confederation of professional institutions that are involved in education and professional development, and in facilitating the exchange of information in the field of maritime technology.

Through its member Societies that come from Denmark, France, Germany, Greece, Italy, Poland, Portugal, Spain, Serbia, Turkey, UK, CEMT is able to call upon the knowledge, skills and experience of over 35,000 professional naval architects, marine engineers and others in the field of maritime technology, involved in all aspects of the European maritime industry.

CEMT is recognised by the European Union and European Commission. CEMT has Non Government Organisation (NGO) status with the UN Economic Commission for Europe (UNECE) and the Central Commission for the Navigation of the Rhine (CCNR).

Purposes of CEMT

CEMT provides a forum for the exchange of information and views by the constituent societies on matters relating to the education and professional development of naval architects, marine engineers and others in the field of maritime technology.

CEMT provides a link between the members of CEMT and the European Union, by which the constituent societies may be informed of matters relating to the education and professional development of naval architects, marine engineers and others in the field of maritime technology, being discussed or considered by any body of the European Union.

CEMT provides advice when requested by any body of the European Union on matters relating to the education and professional development of naval architects, marine engineers and others in the field of maritime technology.


The CEMT Award

Each year, CEMT presents an award to an individual or an organisation which it considers has made a significant contribution to the success of the European maritime industry. The Award covers all sectors of the maritime industry, including naval, commercial, recreational and academia. The purpose of the Award to both recognise achievement and to encourage such achievement by others.

Among the recipients of the CEMT Award, the following personalities from Italy have been awarded for their outstanding contributions:

Code of professional conduct

The Council of CENT considers that every naval architect, marine engineer and other professional engineer in the maritime industry, should at all times carry out their professional work in accordance with the following principles, whether bound by statutory requirement or not.

ATENA and CEMT

ATENA is member of CEMT since its first establishment as WEMT (West European Confederation of Marine Technology Societies) founded in 1971 and reformed as CEMT in 2003, to reflect the widening membership of the European Union.
ATENA is represented in the Council which governs CEMT.

CEMT has recommended and stated its support for a “High-level international conference on inland navigation”, to accelerate the process of pan-European harmonization of inland navigation rules.  It has since been decided that such a conference will be organised in 2017.

At the last meeting (23-34 February 2016), CEMT expressed its view that the 2006/87/CE Directive for vessels not exceeding 24 m in length and authorised to carry up to a maximum of 150 passengers was impractical and not economic for small passenger ships carrying out daily trips. Amendments to the Directive were proposed by CEMT, and these will be discuss ed at the next meeting (14- 15 June 2016).

UNECE Workshop on the Standardization of Technical and Safety Requirements in Inland Navigation

The UNECE Workshop was really interesting, one of the best of the last years!

It was full of technical suggestions. The delegates came from every point of Europe and most of them were competent technicians.

The reports were presented by the most important Commissions on Inland Navigation (UNECE, Rhine, EU, Danube), as well as from Russia, Serbia, Ukraine and Kazakhstan. The CEMT has had the honor of being included among the major speakers and has contributed to the success of the workshop presenting the report "The European Standard: view of naval architect and marine engineer."

The theme of the conference revolved around the technical regulations currently applied in Europe and the possible homogenization between them.

The most important and recent document is the European Standard ES TRIN 2017, prepared by the Joint Working Group CESNI / PT in Strasbourg (part of which is also the CEMT). This document is the base of the new European Directive 2016/1629, which will enter in force from October 2018 and it will be mandatory for the Countries of the EU and the CCNR.

An important standard is also the UNECE Resolution 61, that even though it follows largely the Directive 2006/87/EC, it is distinguished at some point, and it is proposed as a reference rule at pan - European level.

The reports of the Commission of the Danube and of the above mentioned countries, says they will to adapt their rules in both the Standard ES TRIN 2017, both the Resolution 61.

The CEMT in addiction to noting that both regulations are technically applicable only to large size and only to steel hulls reiterated the need to update procedures more streamlined and free from political influence. It also supported the importance that the Working Groups are composed of technical experts. Finally, it supported the need to proceed rapidly towards elimination of unnecessary and expensive "duplication" and to achieve a unique regulation at pan-European level.

The two reports of the Russian representative, Mr. Egorov, were particularly interesting. In the first he has brilliantly explained the situation of the river and river- sea fleet, as well as the technical performance of the new high Cb ships (up to 0.93). In the second he speaks about the rehabilitation and extension of the life of old (20-30 years) cargo and passenger vessels. With this process savings of 50% can be obtained in comparison to new buildings, allowing the survival of small ship-owning companies, even in times of economical crisis.

Report from Inland Navigation Meetings presented by Dino Telesca at the CEMT Council Meeeting

ATENA is delegated by CEMT to attend these meetings. Dino Telesca, Chairman of the ATENA Group on Inland Navigation, participates in the meetings representing CEMT and reports to the CEMT Council.

  1. CESNI/PT Working Group (delegations of Central Commission for the Navigation of the Rhine and European Union)

Starting from 4th of December 2015, CEMT has been allowed to participate, as recognized association, in the meetings of the CCNR in Strasbourg, including the Joint Working Group (CCNR + European Union) in Strasbourg.
The JWG finished his mission in 2015 and was replaced in 2016 from another Commission called CESNI (European Committee for drawing up standards in the field of inland navigation).
These meetings are held four times a year and their purpose is to update and homogenize the Rhine Regulations with the European Directive on Inland Navigation. A new release of 2006/87/CE Directive will enter in force in 2018.
One of the big points of discussion is the CEMT's proposal of amendments to the 2006/87/CE Directive for vessels not exceeding 24 m of length and authorised to carry up a maximum of 150 passengers. Download the CEMT proposal 29 June 2016.pdf (223 KB)
To reach agreement on this topic, it has been proposed by CEMT and some other delegations to form a technical group ad hoc.
The discussion will be continued in the meeting of next February 2018.

  1. Working Party on Inland Water Transport of UNECE (United Nations Economic Commission for Europe)

Starting from 13th April 2016, CEMT has been recognized by UNECE as NGO in special consultative status.
This allows CEMT to participate in various UNECE initiatives, in particular at the following meetings in Genève:
  • Working Party on the Standardization of Technical and Safety Requirements in Inland Navigation (twice a year)
  • Working Party on Inland Water Transport (once a year)
    The most important topics discussed in this meeting are:
  • promotion of River Information Services (R.I.S.)
  • a new strategy proposal for efficient and sustainable inland water transport in Europe
  • recommendations on Harmonized Europe - Wide Technical Requirements for Inland Navigation Vessels
  • organization of the high - level international conference on inland water transport issues (to be held in Wroclaw - 18/19 April 2018)
  • CEMT confirmed its support in order to organize this conference, which could speed up the process of pan-European harmonization of inland navigation rules.
  • Group of experts on Resolution No 61 (al least once a year)
UNECE Resolution No. 61 provides a set of unified rules for construction and rigging of vessels, their inspection and issuance of ships' certificates. It requires regular and scrupulous updating in order to take into account the latest developments in national legislation of UNECE member States in terms of regulations on the construction and equipment of inland navigation vessels. The Group of experts is to prepare amendment proposals to the annex of Resolution No. 61 on Harmonized Europe-Wide Technical Requirements for Inland Navigation Vessels.


  1. Expert Group on technical requirements for inland waterway vessels of EU Commission

The last 29th June 2017, the European Commission - Directorate-General for Mobility and Transport appointed CEMT as members to the Commission Expert Group on technical requirements for inland waterway vessels.
The group's overall mission and tasks shall be:
  • to give advice and provide input to the Commission during the preparation of the delegated acts foreseen in the Directive (EU) 2016/1629 of the European Parliament laying down technical requirements for inland waterway vessels
  • to support the Commission in the general implementation and follow-up on the technical requirements for inland waterway vessels
The group shall consist of:
  • competent authorities from those EU Member States with inland waterways interests and Switzerland
  • organisations that represent the inland navigation professions

ATENA attended, on behalf of CEMT, the first meeting in Bruxelles on 13th October 2017.


Aprile, 2022

La riunione on-line del Council del CEMT

Si è tenuta on-line lo scorso aprile 2022 la riunione del Council della Confederation of European Maritime Technology Societies (CEMT). Alla riunione, tenuta sotto la presidenza di Trevor Blakely, hanno partecipato i rappresentanti di 10 società europee che operano nel campo della tecnologia navale, in rappresentanza dei rispettivi Paesi. L'Italia è stata rappresentata, come dalla costituzione della Confederazione, da ATENA. Dino Telesca, Presidente del Gruppo GAIP di ATENA, è dal 2021 Vice Chairman del CEMT.

Le restrizioni causate dalla pandemia non hanno bloccato il lavoro del CEMT, e i membri del Council si sono regolarmente scambiato informazioni sugli argomenti in evidenza attraverso i sistemi di comunicazione on-line.

Tra le attività del CEMT, è stata programmata la prossima edizione della International Conference on Postgraduate Research (PostGradMaTec) che si terrà l'8 e il 9 novembre 2022. La PostGradMarTec2022 sarà organizzata dall'Hellenic Insitute of Marine Technolgy (HIMT), e a similitudine delle precedenti edizioni organizzate annualmente dalla Società polacca KORAB sarà on-line. I termini per la presentazione delle relazioni sono riportati sul sito CEMT. E' stato riconosciuto che la Post Graduate Conference è una occasione per giovani ricercatori di pubblicare i loro lavori in un contesto internazionale che si ritiene sia unico nel mondo marittimo. Per i giovani ricercatori la partecipazione è gratuita.

Per l'annuale premio che il Council del CEMT assegna ad una personalità per il suo contributo alla ricerca in campo navale, per il 2021 il riconoscimento è stato assegnato al Prof. Atilla Incecick, Professore di Ocean Engineering, attualmente Principal & Executive Dean della Facoltà di ingegneria all'Università di Strathclyde, Glasgow.

Il Chairman del Council ha espresso l'apprezzamento del CEMT a Dino Telesca e ATENA per rappresentare il CEMT nel campo della navigazione interna e per la diffusione delle informazioni tra i membri del CEMT.

Il prossimo meeting del Council del CEMT è previsto nell'ottobre 2022 in Portogallo.
